Manchester School District’s Potential Integration into City Government Under Discussion

MANCHESTER, NH – The possibility of integrating Manchester’s School District (MSD) into the municipal government as a city department is gaining traction, following a recent decision by the Manchester Board of Mayor and Aldermen (BMA). During a meeting on May 6, Chairman Joseph Kelly Levasseur motioned to refer the proposal to the Committee on Administration and Information Systems, aiming for a full BMA discussion on May 20.

This issue has sparked debate for nearly two decades, primarily because the MSD lacks authority to levy taxes and relies on the BMA to appropriate funds based on the budget submitted by the Manchester Board of School Committee (BOSC). Some BMA members express concerns that they may lack the expertise and time needed to craft a comprehensive school budget, as the MSD’s budget is more extensive than all other city departments combined.

Conversely, supporters argue that BMA oversight could improve fiscal responsibility and accountability within the MSD as its budget continues to grow. The proposal aims to address these complexities, requiring extensive changes to the city charter. Mayor Jay Ruais urged thorough examination before proceeding, emphasizing the intricate nature of the proposed changes.

The motion faced a 7-7 deadlock among Aldermen until Mayor Ruais cast the tie-breaking vote in favor of referral, indicating a potential shift in governance structure for the MSD and its future oversight. A decision is expected before early June, pending legal review by the New Hampshire Attorney General’s Office.
