New Hampshire House Approves Second Adult-Use Legalization Bill of the Session


After years of attempting to legalize adult-use cannabis in New Hampshire, House lawmakers are pushing forward multiple reform bills this session. A bill passed by the House would allow adults over 21 to possess cannabis without establishing a commercial marketplace, similar to a bill passed earlier this year. The legislation, known as House Bill 198, allows possession of 2 ounces of cannabis, 10 grams of concentrate, or 2,000 milligrams of THC, but does not allow for home cultivation.

While the bill received support in the House, its fate in the Senate and potential for the governor’s signature are uncertain. Former Governor Chris Sununu had expressed openness to legalization with a state-run model, while the current governor opposes such legislation.

Despite the challenges, Representative Jared Sullivan, the bill’s sponsor, remains optimistic about the prospects of legalization and believes lawmakers should not shy away from passing bills that they believe are right, even if success is uncertain. If passed, this legislation would make New Hampshire the last state in New England to legalize adult-use cannabis, a move supported by a majority of Granite Staters.
